Notice of Amendment – 16.09.2026: The Ordering Party hereby informs bidders that an amendment has been introduced to the documentation. Previous wording of Section 4 (i) – Subcontracting: The Ordering Party does not permit the possibility of subcontracting works to entities other than the Tender. New wording of Section 4 (i) – Subcontracting: The performance of any part of the Contract by a subcontractor shall be permitted only with the prior written consent of the Ordering Party, following the identification of the subcontractor and the submission of a detailed description of the scope of work to be entrusted to it. The Contractor shall remain fully responsible for the acts and omissions of any subcontractor as if they were its own. No other provisions of the procurement documentation are amended. The deadline for the submission of tenders remains unchanged and is set for 21 September 2026. Description of the subject of the contract a. Brief description of the subject of the contract: The subject of the contract is a service involving the testing of NMC-type Li-ion batteries intended for use in Low Entry and Normal Floor intercity buses. The tests will involve verifying the key electrical and physical parameters of the batteries in order to confirm their safety and reliability. The work will be carried out as part of a project aimed at developing an innovative range of hydrogen-electric intercity buses. The test subject comprises a single battery system with a capacity of 399 Ah and a rated voltage of 670 V. The scope includes: • Electrical and environmental tests (cycling, power tests, temperature) • Assessment of BMS functionality • Analysis of operating parameters across various temperature ranges and SOC levels • Assessment of charge and discharge performance, operation in bus driving conditions, internal resistance, cell balancing efficiency, and temperature distribution • Preparation of a report which consist of: o general information about the Contactor, o the test station and equipment description (with parameters) and photographical documentation of it, o detailed tests time-line, product preparation details and product parameters, o description of each test step with parameters and the procedure, o results of each test presentation i.e. graphical or tabular, o summary of each test part, o all parts results and summary, o final conclusions with key findings and recommendations. b. Purpose of the contract: The aim of the contract is to develop and optimize a new generation of NMC battery systems. Conducting these tests will enable the identification and implementation of innovative solutions that enhance battery performance, safety and lifespan, which is crucial for improving the overall performance and reliability of future bus models. c. Detailed description of the subject of the contract: • HV Safety tests – earthing verification, resistance measurements, dielectric strength, BMS functionality, visual inspection • Tests – Part 1 at 25°C: o 5 full charge and discharge cycles, charged at a maximum current of 0.3C and current map, terminated when maximum cell voltage reach 4.086 V, discharge with 0.3C current terminated when minimum cell voltage reach 3.264V. o Pulse power tests. Pulse tests at 1C current every 10% SOC whilst discharging the battery in the range from 90% to 10% SOC with 0.3C current. Charged to 100% (CC-CV, 0.3C, cut-off when maximum cell voltage reach 4.086 V). o Bus driving profile cycling. Discharge/charge cycle in the range of 90%–10% SOC (charging/discharging pulses at 0.1-0.5C due to Ordering Party bus driving profile), and recharging to 100% at 1C). 1-hour break for cell balancing. The whole process repeated 9 times (overall 10 cycles). • Tests – Part 2 at 35°C ambient and coolant temperature: o 5 full charge and discharge cycles, charged at a maximum current of 0.3C and current map , terminated when maximum cell voltage reach 4.086 V. o Pulse power tests. Pulse tests at 1C current every 10% SOC whilst discharging the battery in the range from 90% to 10% SOC with 0.3C current. Charged to 100% (CC-CV, 0.3C, cut-off when maximum cell voltage reach 4.086 V). o Cycling. Discharge/charge cycle, discharge with 0.83C and charge with 0.86C and according to BMS limitation. Cycle between maximum cell voltage 4.086V for charge phase and minimum cell voltage 3.264V for discharge phase. 30-min break for cell balancing. The whole process repeated 99 times (overall 100 cycles). • Tests at different temperatures ranges: 25°C, 15°C, 5°C, 35°C and 45°C: 5 full charge and discharge cycles at each temperature range: 25°C, 15°C, 5°C, 35°C and 45°C, charged at a maximum current of 0.3C and current map , terminated when maximum cell voltage reach 4.086 V. The test schedule may be modified or adjusted following consultation with the service provider and an initial analysis of the battery’s performance. As the sample being tested is a new product, the initial cycles may reveal a need to adapt the details of the test procedure to the battery’s specific limitations. d. Term of the contract: Start of works: 12th October 2026, completion: 07th December 2026 Provisional schedule for the contract: • Stage I. Preparation for testing in accordance with the plan and scope drawn up by the Ordering Party: 12th October 2026 – 21th October 2026 • Stage II. Conducting tests: 22th October 2026 – 26th November 2026 • Stage III. Data analysis and report preparation: 27th November 2026 – 07th December 2026 The 07th December 2026 is the date when the Contactor must send final report to the Ordering Party. The battery must be returned by the Contractor to the 23th December 2026. Responsibility of goods shipment will be on the Ordering Party side. The Ordering Party reserves the right to amend the test schedule in the event of a delay in the delivery of the batteries to be tested or the need to adjust it to other project activities that are not within the scope of this contract. f. Tender validity period − at least 30 calendar from the day following the deadline of submission of tenders. At the request of the Ordering Party, the tenderers may be once required to extend the tender validity period by additional 60 days under pain of rejecting the tender. g. Partial tenders - The Ordering Party does not allow partial offers to be submitted under this announcement. This contract (2026-7175-290830) forms part of the battery testing programme implemented within the project. Subsequent contracts will, in particular, cover the battery qualification and validation testing, as well as the assessment of compliance with applicable regulatory requirements. h. Variant tenders - The Ordering Party does not permit the submission of variant tenders. i. Subcontracting - The performance of any part of the Contract by a subcontractor shall be permitted only with the prior written consent of the Ordering Party, following the identification of the subcontractor and the submission of a detailed description of the scope of work to be entrusted to it. The Contractor shall remain fully responsible for the acts and omissions of any subcontractor as if they were its own. Equilibrity Wherever the object of the command is described with the trademarks, patents or origin, source or a specific process it is permitted to apply solutions equal to the described ones under condition that they would have the same or better technical and functional specifications and would not downgrade standards indicated in documentation. Wherever the object of the command is described by reference to the standards, technical evaluations, specifications or technical reference systems it is permitted to apply solutions equal to the described ones.

Human resources of the Contractor: I. I. The Contractor has the necessary human resources, i.e. will assign at least 2 engineers to the contract, with at least 2 years’ experience in using specialist software for testing and data analysis, and experience in at least two automotive projects involving the testing of Li-ion batteries and cells (including NMC technology, analysis of test data, and research and analysis of battery systems). The fulfilment of the conditions will be assessed by the declaration submitted by the Contractor Party, constituting Annex 3 to the Request for Proposal. At the request of the Ordering Party, the contractor is obliged to present a list of the personnel and of the equipment and tools at its disposal, within 48 hours from receiving the request.
Technical resources, i.e. needs to: I. The Contractor has a fully equipped research laboratory, including in particular a temperature chamber and equipment for electrical testing of batteries. The laboratory meets all the safety requirements necessary for conducting Li-ion battery tests. II. The Contractor has tools for: - data analysis and communication (CANalyzer, CANoe, Datafiniti, Busmaster, Intrepid or similar) - cycling logging (Cellpy, BT-lab, Arbin Suite, Maccor Battery Test, BioLogic Suite, Neware Suite or similar) - analysis and testing of cooling systems (TAITherm, ANSYS Fluent, COMSOL, FloEFD or similar). The fulfilment of the conditions will be assessed by the declaration submitted by the Contractor Party, constituting Annex 3 to the Request for Proposal. At the request of the Ordering Party, the contractor is obliged to present a list of the personnel and of the equipment and tools at its disposal, within 48 hours from receiving the request.

Contractors who are personally or financially affiliated with the Ordering Party shall be subject to exclusion from the contract award procedure. Capital or personal relations shall mean mutual relations between the Ordering Party or persons authorized to enter into commitments on behalf of the Ordering Party or persons performing on behalf of the Ordering Party activities related to the preparation and implementation of procedures for selection of the contractor, or persons who may influence the result of the proceedings and the Contractor, in particular by: - participation in a partnership, as a partner in a civil law partnership or partnership; holding at least 10% of the shares, unless a lower threshold is required by law; or wasn’t specified by the project managing authority; being a member of the supervisory or management body, acting as proxy; - being married or in a relationship of direct kinship in a straight line, consanguinity or affinity in the collateral line to the second degree, or being related by adoption, guardianship or custody, either cohabitation with the Contractor, its legal representative or members of the management or supervisory bodies of the Contractors applying for the award of the contract; - remaining in such a legal or factual relationship with the Contractor that there is reasonable doubt about impartiality or independence in connection with the procurement procedure. Excluded from participation in the contract award procedure shall be persons performing activities in the contract award procedure or who have been validly sentenced for an offence committed in connection with the contract award procedure, economic or trade-related offences or other offences committed for financial gain. Compliance with the criterion will be assessed on the basis of a declaration on lack of no capital or personal bonds – Annex 2 to the Request for Proposal.
