Opis zamówienia
1. Experienced and qualified company, capable of supplying and delivering structural backfill material to the project location for the Poland Nuclear Power Plant. The company responsible for the execution of the agreement shall provide material of high quality, previously tested, and approved by qualified Bechtel specialists, and verified to ensure full compliance with the project specifications, contractual requirements, nuclear quality, and all applicable standards. All activities shall be performed in accordance with the approved procedures and under the supervision and quality control requirements defined for the project. The company shall ensure timely delivery and full documentation of all supplied materials. The detailed scope of work will be outlined in the specifications, scope documents, and other contractual materials provided to the company. The company shall ensure the availability of transport and logistics to safely and timely deliver the full quantity of materials specified in the Scope of Work.
Interested companies must register / update their company's information in Bechtel's iSupplier portal at https://supplier.becpsn.com. If company has any questions and/or chooses to express interest in bidding this scope, the interested company shall notify Bechtel’s contact person Weronika Krawanska at email (wkrawans@bechtel.com). Please reference commodity description Structural Backfill and commodity code CE01. At that point, Bechtel shall provide the interested party the Poland Prequalification Questionnaire, via Bechtel’s iSupplier portal and request the company to sign a Non-Disclosure agreement, where the interested party would complete the forms and issue the completed documents for Bechtel review and evaluation.
Bechtel notes that previous proven experience in the supply and delivery of structural backfill materials of similar scale and complexity is preferred, and additional documentation / evidence may be required. Additional documentation / evidence of capability, and capacity to self-perform key elements of the scope will be required.
2. The prequalification criteria shall be included in the prequalification questionnaire. Examples thereof include demonstration of: (i) experience in end-to-end structural backfill material qualification and supply, including sourcing, testing, logistics, and past performance; (ii) compliance to ISO 9001 certification or a quality program that is comparable to ISO 9001 (to be approved by Bechtel and Owner); (iii) compliance to certification of legally mandatory requirements; (iv) financial standing (solvency), and (v) organizational capabilities.
3. In the event of high competitiveness of the proceedings (a large number of companies expressing interest), Bechtel reserves the right to conduct a preliminary preselection of companies for further proceedings, which demonstrate the greatest potential for performing the scope of work.
4. Upon Bechtel’s evaluation of the response to the Poland Prequalification Questionnaire (PQQ), Bechtel will notify each company whether it fully meets, conditionally meets, or does not meet the prequalification requirements. Submission of a Prequalification Questionnaire does not automatically qualify a company as prequalified.
Bechtel reserves the right to exclude any of the following from this Competitive Bidding process: a. any economic operator that is directly or indirectly owned or controlled by an entity from a country not covered by the Government Procurement Agreement ("GPA") with the EU; or
b. economic operators who rely in the Competitive Bidding process on capacities of any entities from countries not covered by the GPA with the EU.
Such decision of Bechtel shall not be subject to complaint.
5. Companies meeting the prequalification criteria and who have executed the project Non-Disclosure Agreement (NDA) will be invited to submit proposals for supply and delivery of the Structural Backfill. A company must execute the project NDA prior to receiving the Request for Quotation (RFQ) package.
6. The RFQ shall include the award criteria, scope of work, specifications, drawings, datasheets, terms and conditions, and schedule data. The RFQ shall be issued via Bechtel’s Digital Supply Chain System automation tool.
7. The RFQ document shall include a detailed scope, requiring prospective suppliers to submit their offers strictly in accordance with all technical requirements specified therein.
**Due to the significant volume of materials required, the amount of required structural backfill may be acquired from multiple suppliers.
8. Proposals shall be provided in one of the following currencies: EURO, PLN, USD. Furthermore, the proposals will be requested as Fixed unit rates.
9. Award criteria shall be based on lowest evaluated price, technically acceptable with consideration of the following key criteria, which will determine the final decision for award, and will be detailed further in the Bid Document(s) during the RFQ phase. The bidder must demonstrate their capability and capacity to self-perform each of the key criteria relevant to the scope of work for this package:
• Minimum 5 Years Previous Proven Relevant Experience
• Technical Capability
• Quality Program Execution
• Schedule Compliance
10. Any Companies that do not meet the legally mandatory compliance requirements will be excluded.
11. The procedure for the company to gain access to classified information, as required, will be subject to compliance with the executed NDA, Applicable Export Laws, Applicable Laws, and Applicable Safeguards Laws which will be included in the RFQ document.

Structural Backfill - Supply and Delivery - Poland AP 1000 Project
The structural backfill is required to adhere to strict quality requirements. The composition of the structural backfill shall be either mixtures of hard, sound, durable silica sand and/or sand-gravel blends, or granitic or basaltic material from either pit-run or quarry (crushed rock) sources which meet the required grain-size distribution. The material shall be medium to well graded per PN-EN ISO 14688-2. The structural backfill shall be devoid of debris, calcareous sands, clay fines, plastic fines, friable particles, or other deleterious materials, and the fines content shall be less than 15 percent. The structural backfill will be devoid of rocks or stones larger than 37.5 millimeters in the greatest dimension.

The estimated amount of structural backfill by volume is 1,100,000 m3 (1.1 million cubic meters) for all three units (with an average of 370,000 m3 per unit). The estimated quantities of structural backfill are subject to change. Project requires each company to have the capacity through company projections of supplying and are delivering at least 1/3 (or 370,000 m3) of the required amount of structural backfill in a year for delivery in either 2028, 2029, or 2030.
After completion of the prequalification process and prior to issuing the request for quotation and as part of the qualification process, the structural backfill company shall supply in March 2026 and April 2026 approximately twelve 20-liter (5.3-US gallon, or 0.02 cubic meters) buckets of soil, or approximately 425 kilograms for purposes of laboratory testing to validate if the structural backfill is acceptable for project use.
The Laboratory testing shall be performed in 2 phases:
• Phase 1: Preliminary testing for index properties of soil, where 13 tests will be conducted to confirm material suitability as a structural backfill. Bechtel will then review and approve the test results and select samples for the Phase 2 laboratory testing.
• Phase 2: Advanced testing of the soil, where 5 tests will be conducted to assess compacted structural backfill behavior.
Selection of structural backfill samples shall be coordinated by Bechtel. Shipment and delivery of structural backfill samples to the laboratory location shall be coordinated by Bechtel’s selected laboratory testing subcontractor. Cost for the backfill samples, packaging samples (ready for shipment) and loading samples onto a truck shall be managed by the structural backfill company at no cost to Bechtel. Laboratory testing is forecasted to complete by the end of 2026. The Project plans to issue a Request for Proposal for supply and delivery of the Structural Backfill in November 2026 with forecast award in March 2027.
